I have been trying to find this armor mod like forever, but I cant find it. If you have seen this armor before, please tell me some info. I really want this armor.

Dang! That armor is pretty kewl. It looks like it has to do something with the order knight's armor in Shivering Isles. I recently downloaded a kewl armor mod called...Lost Paladins of the Divines (LPotD). You might try looking that up as well.
