I have Shivering Ilse and when I go to see Sheogorath he is not there... visually anyway. I can interact with him though, I cant hear him talk and the subs go by really fast. The one major problem is I have quite a few active mods meaning problem is if I start disabling them to see if they are conflicting I have to create a new character to test the mods meaning taking ages to get back to him therefore doing this totally impractical. so I'm hoping one of you lot have had this and managed to fix it. or you know of mods that could conflict with it. I can give a list of the mods if you think they would be useful.

I have this same exact problem... He is not visible but I can talk to him but he doesn't make any sound. Any suggestions before I try reinstalling? I'd rather not reinstall because I have a LOT of mods that I would need to reinstall also.

when in doubt always update the game (any game) to the latest version
and always look warily at your mods
mods dont always play nice together
