Anyway, the main reason why new weapons can't be made is because there is no way to define a new weapon class, so anything new would have to replace an existing class... And that becomes a serious issue since both blade and blunt use the same normal attack animations. Although marksman is a single weapon type with a single set of animations, only one set of animations can be used. Crossbows are done using the sneak + bow combinations. If you wanted to change marksman to a more generic type, you would have to make new animations and then change the existing bows of the world to be better suited to those animations. You would also probably need to make new animations for any creatures which also happen to use bows.
To make things worse, you really can't shoot a projectle well without using the systems used for marksman, or spell casting. So not only do you have an issue with just making the animations work, you also have to deal with some difficulty involved in making any sort of projectile work. This has been done to some degree, but what you have isn't exactly a good system. It's odd to think of how much Morrowind had, and how much was lost in making Oblivion, especially when one was based on the other.
