Rating selection fix
Fixed an issue with authors not being able to choose to enable ratings after initially choosing to not allow then. Also removed the "rate" link from file pages where authors had blocked users from rating.

i still have this issue.. i couldn't allow users to rate my file

For what file?

i can only rate files that have allready been rated and cant rate a file with no ratings for some reason.
