Several quests require you to fight in it. One for the Mages Guild, at least one for House Redoran, and one for the main quest. Think Imperial Legion has one as well, and there may be more. (Actually, not sure about the main quest.)

There is, by the way, someone of interest who may be found "between the blood of battle and the waters of life".

Abramul basically said it all. The Redoran and Main Quest involve the same person (i.e. you fight the same guy for both) since he does not like outlanders being head of House Redoran.

Of course, Crippy, if you want to fight in the Arena, here is a good mod for it.
