The only place you can go to reliably find a lunatic/werewolf is Connorflenge Barrow (location 10 on the Solstheim Map). There should be a Confused Lunatic in there if it's daytime, and a werewolf if it's nighttime. If there's not, try exiting and reentering the barrow. (Also note that if you kill the lunatic/werewolf and dispose of the corpse, you can exit and reenter to get a new one.)
TIP: The werewolf can hurt you a *lot* faster than the lunatic, so it's best to go to Connorflenge during the day and let the lunatic beat up on you until you get infected.
am i missing something? i go to connerflenge barrow all the time and no lunatics are there what level do i need to be?

I apologize for my inpatience I was just frustrated. My new hobby in morrowinds taken my mind off it. I've taken a yurt and started a rebel camp, complete with two tame ogrims

I dont think its a LEVEL that you need to find a werewolf, I think you need to get to a certain point in the Main quest (which I cant figure out how to start, I played oblivion and the quests are tougher to get in morrowind)
If you check the date on this post, its 2 years old. That's thread necromancy. But, in this case a very minor incidence. Watch the dates. If they are old, make a new thread.
