OK, you'll need to do the following at least:
1. Set up your race's basic stats, powers and abilities, description, name etc. in the Character > Race dialog. Work this out first, because you need the race reference for the next step.
2. Identify the models used for the werewolf bodies and assign them to the appropriate body parts (under the "Body Part" tab in the Object Window.) For examples, look in the list for anything starting with
b_; this should give you an understanding of what's what. You'll need one of each,
for each sex:
a. ankle
b. chest
c. foot
d. forearm
e. groin
f. hair
g. hand
h. hand.1st (this is probably a pun on 'fist')
i. head
j. knee
k. neck
l. upper arm
m. upper leg
n. wrist
Which comes to at least 28 body part references, not including different head-styles and vampire ones. Don't forget any, since it looks damn strange with parts missing.
Those seem to be the main two parts to creating a race.
