Lots of stuff, first arrows. Yeah, they can come down and hit people, you just have to get the trajectories right and tweak the arrow life settings. It's easier if you aim it at a 80 degree angle (or abouts), just barely pull back the bow string, and stand about 5 feet from someone. If there are alot clumped together (like borderwatch prequest) you could probably try with more power and distance with some success.
Second, yeah, fighters guild seems to be a rather mismanaged organization. 80% of the active members only seem to stand around and hit targets every now and then. The other 20% only do something if you happen to have to talk to them, otherwise they just stand around like an idiot. Porters on the otherhand never sleep, or eat, yet have enough energy to run around after you in heavy armor. I would imagine that whole "master" title being because current masters only feel their own family is worthy of the title.
Third, mages guild members do frequently summon daedra, just not outside or typically when you're around. It's their "training" package.
This leads to another point. NPCs spend how many hours of how many days smacking targets or eachother around "training" but never improve their skills.
Or how NPCs don't seem to mind you running around naked, but if you have your weapon out, suddenly they're offended. (Not sure I said that right)
After you've sold umteen sets of fur armor to a vendor, does he just go right around and sell it back to the next nameless NPC to decide to be a bandit. Who then goes and camps out at the exact same spot where other bandits were killed only days before? It's no wonder the guards are so worthless, all the capable fighters in tamriel leave to become bandits and marauders.
Speaking of guards, they all seem to sound the same, are they all related? Do they formally change their name to "XXX Guard" upon joining up, or is that all too confidential?
And about the LARP... This is what happens when you use strips of foam (or is that cardboard) instead of metal for making your armor, you look stupid. Should use the real stuff, it enhances the reality of it all, helping you get more in touch with the character. Ok, maybe not, but atleast seeing a bunch of geeks trying to run around in 50 pounds of platemail would add some entertainment for anyone watching.

This was my biggest disappointment about Oblivion. I remember cracking up in Morrowind when I found out by accident that NPCs take offense to nudity.

More on the subject, a mod which checks for value worn, and tied to some currently existing voice might work, but given the fact that clothing values tend to be really low, and wearing nothing but an expensive ring wouldn't garner any response, it wouldn't work too well. Then there's the task of trying to setup the greeting dialogs to work off the sounds... But given the dialog system, it is wholely possible without having to change each and every NPC. You would still however have people suddenly changing their voices on you every now and then. Just incase someone has a few hours to kill just on searching through voices that might work.
Anyway, what about those imperial hunders... Dunno how many times I've been running around torching deer, only to have one pop out of nowhere, steal my meat off the still smoldering corpse, then pretend like nothing happened. I tried taking it back, but then got arrested... Wasn't there something about corrupt guards?

How come when you're in sneak mode npcs don't get suspicious? I mean you go into someones house or a store and you start sneaking around and all the owner does is follow... I know if I was the owner and someone was sneaking around at my place I would call the cops. lol

*Might be a spoiler* How come when you bribe people its only for information... why can't you bribe the gaurds to look away for example... like in one of the dead drops. "I have picked up my next contract from the dead drop in the Castle Skingrad well. I have been ordered to kill the Khajiit J'Ghasta, who can be found at his house in Bruma. J'Ghasta is a master of unarmed combat, and will prove a challenging opponent. I should also be aware that J'Ghasta is expecting trouble, and has paid off the guards to look the other way if our fight spills out into the city streets."

You can. Once you get a guard's disposition high enough (through, say, bribery), his "goodbye" dialog will become "if you run into trouble, come find me." If you get a reasonably low bounty after that and yield to him, he'll take care of the fine and let you run off.
You'd actually be surprised at how much an increased disposition -- and thus, bribery -- can accomplish.

Necromancers, or rats. Either one is a perfectly acceptable answer.
Better question is how there are alot more bandits, marauders, conjurers, and necromancers than there are people in all the towns combined. That's without any of them respawning.

Given the abhorrent lack of sanitation (or even simple toilets) the cities and towns most have a particularly special aroma that will linger in one's memory (and clothing ) forever. Given that little fact of life, it's no wonder that a great majority of Cyrodiil's population sought the unfettered bounds of the wilderness rather than fester in the reek of the urban areas.

I've got a few...
1. Why do corpses randomly burn and then get snuffed out, and then are lit on fire again in a few days?
2. How does a tiny Bosmer in dirty leather armor with a rusty bow have more experience than the Kvatch guards? Altough it sure explains quite a bit...
3. Why can't you get Human Blood from a dead body? A few slashes doesn't completely drain a body of blood...
4. Why do people run into fires, traps, and other dangerous things? If your smart enough to bring an extra sword and two healing potions before entering a ruin, I think you'd be smart enough not to run onto a rising panel three seconds in!
5. What happened to the Daedric War Machine at Kvatch?
6. Why do caves filled with trolls and ogres sometimes have Children's Trousers in them?

Mind you, before you cracked down that first 'Blivvie Gate, the Guard Cap'n thought you were going to be nothing more than a redshirt meatshield whose only purpose in life (seeing as how it was going to be over with in about 30 seconds) was to soak up the first fireball thrown by a Scamp. Once you did the impossible (and that makes us mighty) he concluded that blowing up a Gate made you more experienced than his guys.

A nord or orc following you around would be to intimidating for new members. A highelf or darkelf would have better things to do than stand around staring at you, and chances are they would be secretly evil. An Argonian, or Khajit just wouldn't work. A woodelf wouldn't live very long given the annoyance factor and the large, sharp objects close at hand. An imperial would want to be more important than a lowly porter. A breton however, is tolerable, expendable, and not much good for anything else.

I was pushing around Heronymos Lex (sp?) when i noticed his armor started breaking. so after a while he was punching me in his undies. He never went to fix it, Why?
Wheres the rest of the Elder Council? theres 30 chairs but only 1 is ever used (Chancellor Ocato's)
Where do all the guards come from? I killed all of the men at the prison, only to find them all replaced a week later.

I have no clue about the Lex one, but I can answer the other four.
Regarding the other members of the Elder Council...
Ocato either killed them all, or they were all killed by the Mythic Dawn when they were trying to kill Uriel... or... *cough*mypersonalmeatsheilds*cough*
The guards are all raised from their graves every Tuesday by a cult of necromancers, of which I am the leader. You should join, free donuts before unholy incantations to raise the dead!
Daedra families are the ones that put laughter back into manslaughter and fun into dysfunctional.
Ships don't sail because of rising wind prices. Mages took control of that branch of economy long ago. You owe the Archmage 20 septims every time you breath. Just think of how much it would take to move a ship.

you end up becoming the next Arch-Mage. What stops you from bringing the Men in Black back into the fold? Nothing, except Bethesda's idea of "open-ended sandbox gameplay"...

When one casts a Fire damage spell on Touch, why don't we burn our own hands? High Elves are notoriously vulnerable to elemental damage, yet their high Magicka ensures that they are in intimate contact with said destructive elements...

Also - what is to stop the Mages Guild from bringing necromancy back? Perhaps their constituency?! It seems to me that the Mages Guild is anti-Necormancy pretty much throughout, with a few exceptions.
I think that is very important to this type of game. If Necromancy were to be brought into the fore it should be an involved quest that splits the Mages Guild into two factions. That isn't a bad idea for more evil characters. The good ones could stop it instead

What do you mean? Of course there are toilets! They are called leveled enemies. Seriously though, people in the middle ages used the streets as toilets, and rich people just used a nice little stone tube.

I want to know why people talk normal when they're underwater whilst talking (yes, I've did that in Bravil with that Dunmer guy in the recommendation quest associated w/ that city). And why they don't drown.
