u can find locksplitter scrolls by searching crates and barrels in bandit caves (only if ur about level 20+ will u get ekash's lock-splitter scrolls tho, otherwise it's ondusi's unhinging)

though i'm not positive there is a really powerful enchanter in the Vivec Foreign Quarter lower wasteworks. I wouldn't be too suprised if you might be able to but on off of him
