where is Phane Rielle: in Ald'ruhn in Balmora

In Balmora in the basement of the South Wall Corner Club. If you have a bounty and are in the Thieves Guild he can remove it for a price. There is no other reason to want to talk to him AFAIK. And if you need the bounty removed there are three others who can help in the various thieves guild hqs in ald Ruhn, Sadrith Mora and Vivec.
