Anyone Know of tutorials on how to use the construction set and create quest and have them apear on the on the quest list and everything?

There are many tutorials out there. Just search for 'Morrowind Tutorial' on google and you will probably end up with about 500,000 search results like usual. Within the first few pages you should be able to find something that fits your needs. And I can help you on just about anything in the CS except for journals, quests, scripting and new races/textures. There are many people out there on this board that would be glad to help.

Most dialogue tutorials should cover journal entries - which is what you'll need for quests.
