go to a dwemer ruin and you'll find some massive telescopes, that don't do anything.

I would like a telescope as a item that you can use to see far away

I seriously doubt it's possible, as Morrowind's engine has such a short view distance. Even if you could zoom in a bit, all you'd see is blank fog.
