I've made constant affect fortify attribute items, but I see alot of people(probably everyone)saying they have an item they got enchanted with fortify skills such as armour skills, spell skills etc. I also noticed that a bunch of items you can find fortify skills. So what I'm asking is the posts name, "How do I fortify my Character's skills?"

The fortify skills spells are available in Mournhold in the Tribunal expansion. I think that is what you need to know.

do you mean permenently upgrade you skills without magical items?

Lots of answers there, had you just ran a search. Basically you can get it from a
woman in the Infirmary in the Mournhold Temple.
