I went on foot all the way to Skaal Village but noone will talk to me! They tell me to go to a guy aat the Great hall but he says I have no reason to be here! What is the reason?

You must actually start the Main Quest before any Skaal qill speak with you. Begin the Main Quest by talking to Captin Falx Carius in his quarters in Fort Frsotmoth.
