For a character focusing on fighting, or stealth, it seems to me the importance of being good with a bow and arrow is of significant importance.
Killing the opponents before they reach you makes things a lot easier.
I cleaned out a daedric ruin close to Suran with a level 5 character thanks to good stats in marksman and speed. That included NPC's, Dremora, a Dremora lord and a Golden Saint. Considering how powerful enemies they are it seems wierd I could kill them with a few silverbolts, but it reinforce the importnace of how important the marksman skill can be.
Cliffracers doesn't become much more than a minor nuisance, even when traveling in the ashland wastes where there are plenty of them.
Admittedly, I haven't tried cranking up the difficulty setting yet (didn't know it existed until a week ago), but the same goes there, albeit on a more minor level. It will still be easier, even if the oponents are more numerous and harder to kill.
Btw, it's hard to not break the rules here...

Not to mention that if you don't pay attention, you might violate the rule of thread necromancy when you use the search function...
