Look on your paper map. See that place marked 'Skaal Village?' That's Skaal Village.
If you lost your paper map, it's the Nord settlement in the far northeast corner of Solstheim. It's very easy to find, being the only place with the log structures apart from Thirsk.
If you're playing through the Main Quest, the Village will be marked on your map.
