I once saw a plug in which it deleted Vvardenfell for the editor, if any1 knows of one could you please tell me where to get it, Myth-Source

Are you looking for the mod that wipes out all the NPC's, buildings and so forth? The one that leaves nothing behind but the landscape so you can build up whatever you want from "ground zero"?
