I want to join the Thieves Guild but I can't

Why

Is it because I am Knight of The Imperial Dragon (I join the Imperial Legion)

And I wear all Glace Armor (Light Armor)
And I have a Short Blade
And I can open lock 100

Is it the "Sneak" skill

Why can't I join

Who should I ask to join ???

and he likes me 100 / 100 (personality)

Well it seems that from what you say you do meet their requirements, and joining the imperial legion has nothing to do with the thieves guild. I've searched a little on the net and it has happened to other people. If you can't figure out any other way, type the following into the console:
pcjoinfaction"thieves guild"
Then u will have joined the guild at the lowest rank.

if you have killed one of there members or have taken one of their things they will not accept you. That meens that if you have done one of these things to them, they will never accept you
