I want to join the Thieves Guild but I can't
Why
Is it because I am Knight of The Imperial Dragon (I join the Imperial Legion)
And I wear all Glace Armor (Light Armor)
And I have a Short Blade
And I can open lock 100
Is it the "Sneak" skill
Why can't I join
Who should I ask to join ???

Go to Suger-lips-habasi (khajjit) in a place called the "south wall cornerclub" in Balmora, she will join you up, bear in mind, being a member of the Imperial Legion may hamper this, since the IL does not agree with such practices as the thieves guild.
you may have to either
A} quit the IL
B} start up a new game
C} forget about joining up
note: your reputation does not increase when you advance through the ranks in the thieves guild.

Where did you get that? The Empire only opposes the Guild when they directly oppose Imperial law through activity such as murder. The Guild actually helps reduce crime by inducting criminals into its ranks and lowering random robberies.

Sugar-Lips will allow you to enter the Guild, no matter your other current occupations, stats, or reputation. You must click the 'Join the Thieves Guild' topic in order to join.

If you are in the fighters guild and have completed the code book quest, you won't be able to join as is my understanding. Did you do this quest?? 
If so and you're on the pc you could probably use the console to join the guild.
You can probably find out how to use the console using the search function as well. It's really handy I find.

have you tried to join? on my first character i went on a killing spree and *accidentally* killed a member of the thieves guild. after that, they would not give me a chance to join. i even tried bribing and charming to 100 disposition on sugar lips and she said no.
point being... if you killed a member you can't join
