hello, Im a level 47 DArk Elf, equipped with the Umbra Sword and I am in training mode. THe guides say the medium armor guy is on the docks in TEl Fyr, but he is not there. Where is he? ANyone know? MAybe he comes at certain times? Thanks

Actually, there isn't a master trainer for medium armor in Vvardenfell. I seem to remember (not positive, though) there being one in Mournhold if you have Tribunal, though.

The medium armour master trainer, Cinia Urtius, was omitted from the game in error. You can get her added back in in the Master Trainers mod (if you are on PC). She is at the docks in Tel Fyr and also can ship you from Tel Fyr to Sadrith Mora, one way only.
The only trainer in Mourhold, who appears in the middle of the main quest, does not train Medium Armour.
Just wear a medium armour cuirass and stand in a bunch of cliff racers. Keep a few healing potions to hand and your medium armour will reach 100 quickly enough.
