It looks like the mod is not installed properly. I had a complicated discussion with another member here. I will do the arrogant thing and quote myself to help explain.

Usually, these type of problems occur with incorrect installation.

when I downloaded this mod it had a notepad readme named "Extract this exe to your 'Data Files' folder"

upon opening this note... there is nothing... it just consists of a title. So I extract the exe installer into my data folder as it says... install... and noting but misery ensues.

For that reason, I never extract files directly from archives into my setup. I extract them into temp directories, then click and move over the directories where they should go. There are too many situations where modders archive differently: some starting with the Morrowind directory, but others from Morrowind/Data Files.
