Rule 12 Post-nuked total conversion

Rule 12 is a total conversion for Morrowind.
It's set in a barely futuristic world, the main difference being that a nuclear war has taken place and obliterated much of current civilization.

The mod is in progress, making good time, but still, any more help is wanted.
