Nibelheim Recreation

I'm new to these forums, and I wasn't sure were this would topic would fit. I'm not so much looking for 'help' just advice on a mod idea I'm not really sure how to start... The Mod is to be a complete recreation of the town of Nibelheim from Final Fantasy VII, I plan to match house for house, interior for interior as best as possible, and even try to create a nearby mountain with a path to it and use dwemer ruins to recreate the Mt. Nibel reactor. I've done a bit of modding before, but its been mostly interior modding. For this mod I need to either find an ideal spot in game, or re-landscape an unused section of the map, or create this as a separate island. But I'm not sure how to create new outdoor cells, or alter landscape in such a drastic way. Another idea I was toying with is using Nibelheims background music as the BG music for the region, but I'm not sure if that can be edited with mods.

So please, I still relatively new to modding, any advice would be appreciated.
