In the game you get a chance to build a stronghold I\m doing it now but will the stronghold ever be finished

Er, if you mean build one as part of a quest, then the three Great Houses allow you to do this, but thats pretty straightforward. If you mean with the editor, then just go nuts. More information needed, my friend.

The nature of the question means it is a Great House stronghold. There are many threads on this. Please use the search button. And the answer is YES. Check the search button for details.

Short answer:

Your stronghold is built in three phases. You can start using the main building after the first phase. The other phases add extra buildings and people.

There is a quest associated with each phase. Talk to the person who builds strongholds to get the quest. Completing the quest is necessary to start construction of the next phase. If you have questions on the quest, go to the spoilers forum.

Each phase takes about a week to build and you will be automatically notified by an entry in your journal. You can just sit around for a week if you want, but that's rather lame IMO and unnecessary seeing as you can use the stronghold after phase 1.

The next point really ought to be my signature: The best advice we can give is: listen to what people tell you in the game and read your journal.

Telvanni Strongholds are unusable until phase 2, not sure about redoran or hlaalu so this may be the only one that does this. He may have been referring to the fact he couldn't enter his stronghold after the 1st stage was done ^_^

Yah, for each one you have to do a "quest", such as go talk to the construction leader, and see if it's finished. So its no that major. Then you have to hire egg miners, but if you want to no more go to spoilers. You can visit:here for further info or search around for it also.
