Does anybody have any Idea what the deal is with the Naked Nord in the Plaza?

It's been awhile since I've played, but isn't he just a naked nord in the plaza? I don't think you can do anything about him.

True. He's just a joke. Because all the other naked nords you see in Morrowind have a quest, because they are paralyzed/robbed by a witch.

But this guy isn't naked because he's robbed. He's naked because it's so hot. I think he says something else when the weather changes during the Tribunal Main Quest.
