How do I install a save file?

If you have not started the game yet, you will need to create those folders manually.
Or start the game, create a save as soon as you can...which will create the folder structure for you.
EDIT: If you installed Oblivion to the default folder location (C:\Program Files\Bethesda....), then I'd suggest you uninstall and re-install it somewhere else such as C:\Games\Oblivion to avoid the Vista security problems which affect creating screenshots, installing mods, etc.

#1 - Start a new game, create a savegame as soon as you can (NOTE: you will never use this save file again)
#2 - Exit the game and place your old savegame file in the directory path mentioned in the 1st reply.
#3 - Start the game and load your old savegame.
This assumes you have the exact same mods installed now as when you last saved that game before it crashed.
