Is there a way to unlock capped frame rates on games, like via the command prompt or certain files within games?

I'm looking at getting Star Wars The Force Unleashed Ultimate Sith Edition, which has a 30 fps lock on it.

Maybe you have to beat the entire game on the hardest settings to unlock that feature. Just kidding, I really don't know but I giggled to myself when I saw how you worded the question.
