Right. So I've been dl'ing some mods, fiddling with oblivion and such, and last time I turned on oblivion I was greeted by an atrocious sound that reminded me of an old engine that fails to start, or a hammer being hit on a door. I've removed all my recent mods and such but the eerie sound is still here. It is apparently a sound effect and does not disappear if I tcl, though opening the journal and talking to someone will stop the noise temporarily. Any suggestions? I might post a link to a video here later.

I don't know exactly what's going on, but I can give you a little insight and it may lead to you fixing this.
Is it the same sound that plays when you level up a skill? If so, this is a sound that is tied to script actions. Mods will sometimes make use of certain script actions that normally aren't used all the time. The result is, oops! that script action has the drumming sound! And it won't shut up!

There's a mod on this site that disables that sound. I forget what it's called, sorry, but now at least you have a little more of a direction to go in. Good luck.
