1) Click on the open folder circled below:

2) Double click on the box next to Oblivion.esm to select it....but do NOT make it an active file. Then press 'ok.' (the Oblivion file will take about a minute to load up)

3) Click the save icon (just next to the open folder icon which you clicked on in step #1), type anything you want...then click save. (to my bad memory, only use alpha/numeric characters)

4) In the "Object Window" Click on
[ - ] Items
[ + ] Clothing
...right click on any clothing, and click on new

5) I personally use a female only character outfit for this example (slashes' spb e-suit).....Click on "add nif file" in the Biped Model section, and locate your clothing.nif mesh. Click on "add nif file" in the World Model section, and locate your ground.nif mesh. Click on "add icon image" and locate your icon.dds image file.
note 1: you only need to reference mesh files in TES Construction Set
note 2: I use icons at a 64x64 pixel resolution

6) Highlight the slots the outfit uses in-game (this is a full body suit example), Type a name for the outfit, give it a weight, and a value (the merchant will use this value as a base, and a make a percentage increase depending on mercantile skill)....when you are done, click ok.

7) save your file (just click the save icon once)
8 ) note the name of your file (the default will be the path of the mesh, but it can be changed)

9) In the "Object Window" Click on
[ - ] World Objects
[ + ] Container
...scroll down the list to vendors, and double click to open the container.

10) Keep the vendor container open, and go back to
[ - ] Items
[ + ] Clothing
...left click, and drag the clothing into the vendor container

11) press 'ok' on the vendor container, click the save icon, and close the program (it will take about a min to close the program)
