Fallout 3 Quest Major glitch i have a major glitch in the Tenpenny tower quest

I started the quest as in my other profiles and told Chief Gustavo I would kill the ghouls. Then i let the Feral s into Tenpenny tower killing Gustavo and the others when i noticed that the quest was telling me to talk to Roy Phillips or kill them when he did not have the dialouge i killed him then ressurected him to see if it fixed the glitch realising that it did not i killed all the ghouls and now it wants me to talk to gustavo (who is dead) so i spawn Gustavo but he wont let me talk to him he keeps saying "not now" so I can not complete the quest

ps. I tried the quest finish cheat and it did not work

can anyone help me PLEASE

Uhm... reload a savegame from before you went and resurrected someone?
Resurrecting doesn't help. The game still has the "death certificate" for each character on file, so this is usually a big quest wrecker.
