Okay, we are low on money (like normal). I have 40$.. I need better computer parts. My computer is good besides the graphics card. I have a nvidia 8400 gs and a 250 watt power supply. I can't overclock as even idling the gpu temp is 80 degrees Celsius . I want to use 40$ for a 500 watt power supply from newegg and get 80$ somehow for a 9800gt.. good plan?

Ask this topic to be moved to the System Advisor by using the Report button and you'll probably get a faster/better response...

What is the rest of your system? If you are low on RAM a new power supply or Graphics card won't help much.
If you are already running hot, a new graphics card will make it run hotter.
Your funds may be better spent on a new fan to cool it better.

Remember, as a rule of thumb, you must have at least the same amount of space for air to get out as you have air coming in. Be sure your fans are blowing in the direction they are supposed to be. Usually you want to suck air in low in the front, and blow it out high in the back of the case. And there should be a clear path for the air to get from the intake to the outlet. A tangle of flat cables can slow the air flow and reduce its cooling effect.

But first, try cleaning the dust out - that is free and can have a dramatic effect on temperature.

I have 5gb ram, run windows 7. My uncle is a computer fixer so he did most of the system. The fans are good. The fan is too good for the power supply lol. My processor is 3.4 dual core. So overall good. Just if I had that new power supply and 9800gt it would be great. Thanks for your time
