Ehhh... modding. Yup, a newb who needs help.

Hey people, I'm Verick. I'm trying to figure out how exactly does a person go about create mods with new races, weapons, armor, and the works. I played with the Fallout 3 CS already so I know how that works but Meshes, retexturing, how does all that work? Secondly, how does someone implement it? To the point, if anyone can point out any programs, and some good guides I might use that would be great.

If you are speaking about Oblivion, here is the ultimate guide to start. And it is rather clear and easy to handle, especially if you used F3 CS.

I know how to use the CS for both, but how do people go about creating custom weapons? Like with new skins, sounds, and effects? I've always been interested in this, even have a few good ideas but never undertsood. What programs or files would I need to make a new skin for a weapon+add sounds and such?
