I just got oblivion for the PC and im having trouble getting mods.

Well...if you're new to modding, keep in mind that you need to be patient. I may take a little while to grab the basics, but once you do, the rewards are immense.
There's no real "guide", although there's guides that will help. In general though, you'll need a few basic tools to get started. You WILL have more questions after this, but I'm just going to point you in the right direction by giving you a few pointers. You should be able to find everything you need here...

Go the "browse categories" tab, find another tab called "utilities", and look for the following:
1. Download and install the latest; Oblivion Mod Manager. This essential tool will help you install, organize, and manage your mods.
2. Download and install the; Oblivon Script Extender. Many of the best mods require this program.
3. Find a mod that you like, download it, and try installing it using the OBMM.
Keep in mind:
Many mods have readme files included. (including the aforementioned OBMM, and OBSE)
These files usually tell you step by step, how to install their particular mod. Some modders assume you already know how to do this, and don't waste time writing an in-depth readme, (or even at all), so you may have to download multiply mods, and then read how various modders want you to install their work to get the full picture. For the most part, the routine is simple, and once you "get it", you'll realize that's it's basically the same routine for every mod.
If you need help, just pm me. I'd be glad to help. Oh and one more thing, don't forget to login at the nexus, otherwise, you'll miss out on the extra goodies, like being able to view setup pictures of the mods.

I have a set of help files for people who are not computer geeks and are new to mods. They include downloading, extracting (unzipping) installing and activating mods. I have included a simple mod to practice on and instructions for installing and using 7-zip. If you are interested, click on the highlighted link below to be taken to the site where they are kept. I recommend starting with #1 and working your way through them.
