Oh and also, if im running vista, do I need to install this game somewhere that is NOT program files for mods to work like you have to for oblivion?

MGE is an incredible overhaul in terms of graphics for oblivion. There are lots of addons for it that add incredible sun rays, real waves and reflections and distant land. I'm sure somebody else can point you towards the best texture replacers, I wouldn't mind knowing the most recent ones myself.
As for mods, I didn't install Fallout 3, Oblivion OR morrowind in another folder. They were all in program files and ran without any issues. I do have user account control turned off, however. If you insist on having user account control turned off it would probably be safer for you to install it in another location, but I can't say for sure that it wouldn't work.

MGE Rev118 is coming very soon which will have water that is super extra awesome. It has freakin' waves!
SSAO shader:
Before/After (Trees!)
Before/After
Before/After
Before/After
Also: Sun Shaft Rays
Morrowind Code Patch (tons of engine fixes, including rain/snow not going through objects)
GIMP HDRBloom 1.3
or
TrueBloom (My Favourite g3 version was taken down however. A new version is in the works so you may want to stick with the GIMP shader for now)
Grass (When used with MGE it will move in the wind.
Vality's tree replacers:

Vality's Ice Caverns Enhanced
AOF's Skies (+ .ini tweak). Example shot
There you go, now Oblivion is outdated besides its shadows.

You could wait for Connary's, but trying other replacers in the mean time can't hurt.
It's all compatible except for the two bloom shaders I mentioned which shouldn't be used together.
MGE and its shaders may take a while to set up though. It's not very easy, but it's not rocket science either.

I am playing the GOTY edition, so be wary that what has worked for me may not work for you.
I started with a face mod because that was the biggest issue for me at the start. I am currently using The Facepack Compilation, and liking it (many smaller face mods are included). It seems that there are other mods that use or are compatible with it. I am using the version that doesn't change any of the game faces, but I may switch to the original. I wanted to look at other mods that change the NPC faces first (and I wanted to get familiar with some original game faces so that I could properly appreciate the improvements). Let me know if you find a favorite.
I am contemplating using the Morrowind NPC Makeover (requires The Facepack Compilation; alas, I am unsure which version of TFC I should use with it: the original, or the one that does not alter the game faces?). I am also thinking about Morrowind Comes Alive (sounds brilliant, but may need different versions depending on what other mods you are running), tho I am likely to use More NPCs (sounds like a simpler approach, which may mean less compatibility issues). There is a series of mods that begin with 'Less Generic...etc.' (the Less Generic NPC Project) that also revamp NPCs (and their dialogue) in various areas of the game; I haven't tried them, but they look/sound interesting.
I am also using Better Bodies. If nudity is an issue, there is a non-nude option included (tho I didn't try it), and others available (so I hear). Hilgya the Seamstress is my favorite clothing mod (male and female options), tho a few items seemed to crash my game when I tried to equip them (the gloves and the 2 dresses they were made for, also one robe) - everything else works like a charm. I am also using AnOldFriends Undies (but I changed the item slot to pants so that I could wear it under the dresses I like). I didn't find any armor that I liked, so I am using a pair of boots and gloves from Gothic Attire Complete as my light armor 'accessories' (I did not test most of the heavy armor, everything I did test worked beautifully). (AOF Undies, and GAC are for female dolls only). Oh, and I am currently testing a few no glo mods because I hate the enchanted look (I just found Pluginless No Glow, and expect to use it if it tests well).
If you don't want to use a body mod, you might like the clothing in The Cloak and Dagger, I did. I also liked the Night Armor mod for a set of black light armor. Both seemed to test well, but I didn't run them for very long; one look at Hilgya, and I was sold on that mod and the Better Bodies mod that it requires.
I have yet to try environment altering mods; they scare me a bit. When I have a better grasp of mod managing and compatibilities I will try the ones I have DLd. I like to DL several mods, and then test them in order of preference untill I find a good balance of desire and effect. What my character (face and gear) looks like is my first issue, what NPCs look like is my second, what fun extras are my third (house, book, etc), how leveling works is my fourth (including realism), environment looks and sounds come fifth and sixth, magic seventh, vampire/guild factions eighth, new lands and quests ninth, and pretty much all else is an afterthought (unless it's a patch).
I am curious to hear what environment mods you end up using, and how well they work for you. One that I am using, and would recommend is Real Signposts. It makes the signs in the game readable w/o having to hold your cursor over it. If I only use one environment altering mod, it will be that one. If I use one sound altering mod, It will be one that adds silence and/or more music to the game.
Anyhow, I hope this helps. Happy Morowinding!
*edit*
P.S.
I am also using a backpack mod that I luv! It lets your carry a bit of extra weight, but more importantly to me, it looks great! ^.~ It was meant for use with Better Bodies, but it works fine w/o it. The only issues I had with it is that it won't wear with head gear because it uses the neck/helm slot; also, this mod seems to conflict with the wearable wings in GAC. Since I am not fond of headgear or wings, those issues are non-issues to me. Mainframes_Backpack_Final

A while ago I ordered the GotY Edition and now I'm also looking forward to make my Morrowind look even better.
So I downloaded most of Vality7's files but Connary's Bittercoast Texture seems to be lost. I know, there are other
Replacer out there but I liked especially that one.
Another question is: Do Connary and Vality7 (because they are seemingly working together) publish replacer for all the other
regions in Morrowind?
Yet I downloaded about 148 more or less different modifications, ha ha. I did my best to compare each to another, so that I
decrease the chance of incompatibilites between them.
That should be all about it..
and thanks!
