I have heard of them but nor me or my big bro can find them. Are a god quest? Please tell me where they are cuz they look cool.

It's an item that was never added into the game.

You can either mod it in, or you can use to console to obtain it. Like this:

Player->additem, "InsertIDhere" 1

Thx. Strange that they would spend so much time on a mesh and icon and never use it.
