What mercenaries?
I have completed Tribunal and never seen any mercenaries.
Maybe there is something mixed up in that manual. (it is common)

There is one Nord standing on Palace Courtyard. I have never hired him, but he offers such services.

I think he is imperial. There is also a mod that adds about 20 mercenaries throughout the game BAR Mercenary Pack or something like that.

Yup, like the others said, there only one merc, standing in the palace courtyard.

And there are a good few mercenary mods around, the best of which is the one that Malchick mentioned.

no, he is pretty useless except for providing comedy relief and having a tie-in to some Morrowind characters.

As Malchik stated, the only mercenary available is the imperial in the palace courtyard.
