Where to find the construction set. It wasn't downloaded with the game.

Ok, first, the problem.
I bought Morrowind from steam.
Good game, came packaged with pretty much everything. Except the construction set.
I have been searching for the set for the last few days, using Google, and other search engines. But all they come up with is downloads for the Oblivion CS, and I know that it isn't backwards compatible.

If anyone could point me in the direction to FIND the darned thing, I can start working on my mods.

I couldn't find it as well. The construction set came with Morrowind when I bought it all those years ago...
Steam specifically says it is not included.
