oh,I had this same problem too, when you are in the dwemer ruins under the statue you need to find some dwemer satchel packs and blow up the needed place
(if you have already done this go to a place called something gallery)
once you are in there you will see like a big hole and in the middle is a ipillar sort of thing which looks like a lump attached to it from that sight. walk around the hole and find a bridge.
Once you find the bridge go to the center and you will see the machine
