Ok hello, alright, I made a constant effect fortify strength ring with 0 - 45 strenth and about a week later I go to make a CE item with a Dadric dai Katana and its total power is 21?????? Like its maximum points available, is it beaucse I already have a CE item??? beacuse the points should be 210.

No, that's the correct amount. Somewhere, probably in one of the game settings, there's a 1/10 multiplier for enchantment values.

are you sure, then how is it that an exquiste ring says like I cant remeber 210 or sumthin in the TESC and it has 210 ingame>>> it shouldbe same for the weapons to right?

Basically, you have to enter one 0 extra in the CS than you'll get in game. For instance, if you want to have a cloak with 200 enchantment points, you have to enter 2000 in the CS. The game chops one digit off the end for some reason.

So, for your Dai-katana, if you want 210 enchantment points in game you'll need to put 2100 in for it in the CS.
